It depends if it's a free book or if you're charging. If it's a paid book, you're allowed to use series with the CC-BY-SA license and if you want to use a story with an CC-BY-NC license (a non-commercial license) you need to have their approval. Failure to do so opens you up to litigation.
Either way, you should message the original authors and remember to properly cite them as this wiki has had issues in the past with 'authors' stealing content.

Your creepypastas are interesting and awesome,
so I want to introduce them to Japanese people.
I would prefer that you didn't include any of my CC-BY-NC stories as those are the ones that I am publishing/have published. I've got a few stories/novels self-published/published/submitted to magazines and a number of publishing companies inquire about whether or not a work appears elsewhere (and sometimes that can be a deal breaker).
As for using my CC-BY-SA, I'd like to know more about your collection before I really go too far in weighing in on it as unfortunately there are a number of times that content has been grabbed online as a means of capitalizing on other author's work (See Emmering's collections). I don't want to infer that you're doing the same as you're translating them, but I would be interested to learn a bit more about your process of translating.

I definitely understand that. I actually enjoy my stories being translated and would greatly appreciate if you bothered to translate a few of my stories on a blog. In fact, if it's free (no charge to view/read), I wouldn't mind if you translated a few of my Non-Commercial stories onto a Japanese site. My big concern comes from stories that I intend to post/publish (CC-BY-NC) in the future being published as it tends to cause a bit of a conflict and result in drama when I go to submit them.
